There were two articles: the one you mentioned and the following month a free plan for a steam tug (dusty miller) using the midwest steam plant and using the guest/kitchen rudder. i have both articles (somewhere) and will dig them out and scan the relevant bits.. The 'kitchen rudder' comprises two blades, a port rudder blade and a starboard rudder blade and, in the normal 'full ahead' position, these lie abreast the propellor, encircling it and forming a short tunnel of streamline shape..
